The cursor is an indicator used to show the position on all the menus in game. It usually appears as a closed, gloved hand pointing with the index finger to the right, however there are games which use simple arrow as cursor, like Final Cross. It usually appears in the characters menu and in battles in order to introduce command and point to enemies and allies.
